Get offers that are applicable to specific items. This checks:

Offers with scopeType “ALL” (applicable to all items of the dataType)
Offers with scopeType “LIMITED” where the item IDs are in the scopeList
Optionally filter by city

Use Case: When displaying a restaurant/experience/hotel, use this endpoint to show applicable offers that users can apply to their order/booking.
